Job Title: Property Manager (Newgrove Housing Association Manager)

Permanent, 39 hours per week

Location: This is a National Property Manager position. We are flexible on your base, once you have the ability to travel to the necessary sites. Our head office is located in: 10D Beckett Way, Park West Business Park, Dublin 12.

 

About the Role: 

To assume overall responsibility for the management of Newgrove Housing Association, reporting to the Group Head of Property and leading on reporting to the Newgrove Board. The scope of the role encompasses general management of Newgrove as an AHB, including regulatory compliance/report, team management, tenancy management, new property development, internal and external reporting and stakeholder management and all associated maintenance and facilities activities.

Ensure compliance with the regulatory Framework for Approved Housing Regulatory Office (AHBRA).

 

Newgrove is a registered charity and is the approved housing body (AHB) within the Rehab Group. It provides tenancies and maintains homes for RehabCare service users. It accommodates more than 220 tenants in 60 premises throughout the Republic of Ireland, typically in ‘community dwelling’ settings. Newgrove has added new properties to its portfolio in the last two years in Dublin, Wicklow, Kerry and Offaly.

Newgrove’s tenancies are registered with the Residential Tenancies Board and the Newgrove tenants have the same rights and obligations as all other tenants in Ireland.

Newgrove is a separate legal entity within the Rehab Group with its own Board. It has a full-time staff of five people involved in the day-to-day management of the operations and avails of Rehab Group shared resources for specialist services.

Funding for all new property acquisitions is through the Capital Assistance Scheme (CAS), a grant provided by the Department of Housing, Local Government and Heritage and administered by the relevant Local Authority.

In addition to covering organisation running costs, rental income funds day-to-day maintenance needs, planned maintenance, and sinking fund items. Additional funding for regulatory compliance has been provided by the HSE.

Newgrove is regulated on a statutory basis by the Approved Housing Bodies Regulatory Authority (AHBRA) and by the Charities Regulator and completes annual returns for both Regulators.

Your Responsibilities: 

  • Manage a small team (four) within the Newgrove’s Facilities and Property function to provide a customer-focused, property management and conveyancing support service across the Newgrove Housing property portfolio in Ireland to ensure that properties meet service delivery needs of Rehab’s applicable service users.
  • Support the annual growth plans for the business and take actions to achieve targets including the generation and processing of enquiries and referrals. Proactively identify leads in partnership with Operations for new business opportunities and to generate referrals and manage a dynamic referrals pathway.
  • Manage the NHA budget in accordance with annual budget plan, including oversight of all I&E and working closely with the financial controller for NHA.
  • Manage the property portfolio.
  • Undertake and manage housing inspection process.  Responsible for property repair and maintenance including the provisioning and management of Sinking Fund. Complete payment and availability agreements with relevant local authorities. Ensure fire safety, building regulations and insurance requirements are fulfilled.
  • Lead on the identification of new property locations and oversee the funding application, new property development and handover, in liaison with Operations.
  • Lead on the process from property assessment to move-in, working with Operations and external stakeholders through to hand over to Operations.  Manage property acquisition, lease negotiation and conveyancing processes.
  • Ensure Operations, Finance and the Board are informed of voids, referrals, assessments, sales targets, referral pipeline, occupancy and revenue forecasts, KPIs and new service developments. Ensure accurate billing of rents. Work to achieve occupancy and revenue targets.
  • Work with internal and external colleagues for the successful development of New Build Projects and ensure that excellent services are developed and delivered across each defined area and are specific to the needs and requirements and each person who uses the service.
  • Manage the preparation for the Board meeting and produce regular update reports on progress. Ensure actions are executed in a timely and cost-effective manner.
  • Oversee and continue to develop internal systems, including IT, and processes to ensure a high degree of compliance with the AHB Regulatory Framework.
  • Work collaboratively with others and enjoy a team approach, being a key player in building relationships with a wide variety of stakeholders and contractors including families, tenancy boards, HSE, Fire departments, insurers, internal colleagues and other professionals Ensure compliance with the regulatory Framework for Approved Housing Regulatory Office (HARO).
  • Oversee the Newgrove housing function across the Group, to include the development of guidance materials for managers’ to ensure that all maintenance and governance requirements are fully adhered to.
  • Contribute to the writing of tenders in response to Invitations to Tender, mini-tender procurement opportunities, tenancy agreements, leases, contracts and Individual Budget proposals.

 

Additional Requirements: 

  • 5 years’ experience in a senior management role with an emphasis on l property or tenancy management.
  • Relevant third level property or construction related qualification (NFQ7); or third level qualification degree (NFQ7) and appropriate professional experience in property management.
  • Be fully conversant with the legislative and statutory regulations relating to the management of housing.
  • Have experience with both CAS and CALF Funding Schemes.
  • Demonstrate a high level of knowledge of property repair and maintenance including the provisioning and management of Sinking Fund.
  • Demonstrate an understanding of landlord and tenant legislative requirements in a social housing environment, supported by legal advice as necessary
  • PSRA Licence Holder (optional).
