Your Role
The Procurement Manager will oversee the organisation’s purchasing strategy in line with public procurement guidelines, ensuring that all goods and services are acquired at the best possible value, quality, and service level.
Reporting to the Deputy Director of Finance, this role manages the end-to-end procurement process — from supplier selection and tender management through to contract negotiation and ongoing performance management. Working closely with internal stakeholders, the Procurement Manager ensures compliance with procurement policies, delivers cost-effective solutions, and supports strategic and operational objectives across the organisation.
This role requires strong commercial acumen, excellent negotiation skills, and the ability to develop robust supplier relationships while driving continuous improvement in procurement operations.
Key Duties Include:
Maintaining an overarching procurement framework, including market awareness, supplier strategies and preferred supplier lists across non-pay categories
Establishing and managing appropriate Service Framework Agreements to ensure quality, value for money and organisational protection
Coordinating procurement activities across the organisation, working closely with management to understand service requirements and align them to strategic plans
Managing tender competitions end-to-end, including clarifications, amendments and communications to ensure transparency and compliance
Managing procurement processes through the eTenders platform * Negotiating commercial and contractual arrangements with suppliers and ensuring accurate system setup
Who We’re Looking For:
NFQ Level 8 qualification (Degree or Higher Diploma) in Procurement, Business or Finance, or working towards same
Minimum of 4 years’ relevant professional public procurement experience
Strong working knowledge of EU Procurement Directives and Irish public procurement legislation
Experience managing tender processes via the eTenders platform
Proven experience engaging with OGP frameworks and managing high-value tender competitions
Strong analytical, negotiation and stakeholder management skills
Full driving licence and willingness to travel within Ireland
